Via VPN > IPsec > IPsec Setting you can create a new IPsec tunnel (IKEv1 and IKEv2) under IPsec Tunnels with Add.
The prerequisite is that an IKEv1 or IKEv2 policy and an IPsec policy have been created beforehand.
