Sets the control loop gains for field weakening. Setting the rate too
low may create surging in the vehicle as it accelerates at mid to
high speeds.
Setting the rate too high may create high frequency oscillations
(usually audible) when the vehicle accelerates at mid to high speeds.

Limits motor to a safe range and stops regen to allow the controller
to never short the motor. This allows the controller to operate with a
current rating less than the motor short circuit current.
