2D component must be decoded

The following options apply to the ISSN symbology.
ISSN Enable/Disable
Enables/disables conversion of EAN/JAN13 Bookland labels starting with
977 to ISSN labels.
DEFAULT
ISSN = Disable
ISSN = Enable
