If LED 1 on your IEI Technology Control Panel isn't lit, start by disconnecting the transformer from the backplane and checking the AC output to ensure it reads 16.5 VAC. If the transformer doesn't read 16.5 VAC, unplug it from the electrical outlet, check the outlet's AC output to confirm it's between 110-120 VAC, and consult an electrician if the voltage isn't present. Alternatively, try unplugging the transformer from the outlet, reconnecting it to the backplane, ensuring solid connections on the TS2 Terminal Block, and then plugging it back into the outlet. If the problem continues, further assistance may be needed.
