TOPS positions or associated trunks and digital modems are failing. Check
OM group TOPSMTCE registers POSDF, POSTRKDF, and POSDMDF to
pinpoint failure source. Check logs TOPS100, TOPS101, TOPS105,
TOPS106, and TRK106.
