When a wider range than the measuring range is used for target
value setting, a higher limit value is set. (It prevents erroneous
setting in a dangerous range.)
Note:In SV limiter setting, SV limiter lower limit value<SV
limiter higher limit value and the lower limit value is given
preference, that is, it is not possible to set a higher value
which is less than a lower level + 1 count.
