e. Detailed description for compared output
i. Mode 0 (Present value < Compared value)
I. If counted present value is less than compared value, output is sent,
and if present value increases to be equal to or greater than compared
value, output is not sent.
ii. Mode 1 (Count value ≤ Compared value)
I. If present count value is less than or equal to compared value, output is
sent, and if count value increases to be greater than compared value,
output is not sent.
