The PS-C25T comes with a built-in CE approved transformer. That is
Class II Rated (double insulated) and contains thermal fuse protection.

The PS-C25TU is shipped without a transformer and is designed to be
powered from an external transformer. When sold in the United
States a UL approved transformer is recommended.
