1. check whether the line is too long or not.
according the attenuation in down stream, if the attenuation in downstream is over 40dB, it means the length of the line is overrun about 4km, and it is hard to activ

2. check the line quality .
if the attenuation in upstream is large that it in downstream, it means there is a probelm about line quality , and it need the customer to check the line .
3. check the disturbing by external factor.
check the SNR parameter. if it changes in a large range, and it becomes to negative in sometimes. we can confirm there is disturbing by external factor.
4. check the line collocation at the user's home.
check the bit allocation from MA5600, if there is sunken in the bit allocation, it means there is a problem in the filter or the phone in the subscriber side.
