During RC Gate operation, when it reaches
the date when the period set by this SP
before expiration date written on the
certificate is left, it detects that validity is close
to expiration and notifies that to Gateway.
If notification failed, it notifies again at the
date when the 1/4 and 1/10 of the set
period is left.
