You should reduce the load, ensure brakes are released, refill the oil reservoir, clean/replace the inlet filter, change the oil, inspect and repair/replace the oil cooler, check and free the by-pass relief, inspect and repair/replace the hydrostat by-pass valve, check and adjust charge pressure and inspect/replace worn motors.

  If the hydraulic fluid in your Toro Lawn Mower is foaming, it could be due to a low oil level in the reservoir, the wrong type of oil in the hydraulic system, an air leak in one of the pump suction lines, incompatible hydraulic oils mixed in the system, or water in the hydraulic system. Refill the oil reservoir to the proper level, replace the hydraulic oil with the correct type, inspect and repair any air leaks in the pump suction lines, drain the hydraulic system and refill with compatible hydraulic oil, or flush the hydraulic system to remove water.
