Wait until the water supply and pressure increase. Fully open both the hot and cold water faucets. Ensure water pressure is at least 30 psi (260 kPa), and avoid running water elsewhere in the house while the washer is filling. Straighten any kinks in the water inlet hoses and clean the inlet screens. The causes could be an inadequate water supply, water supply faucets not fully open, water being used elsewhere in the house, kinked water inlet hoses, or plugged water inlet screens.
