      If the steering on your Toro Lawn Mower is inoperative or sluggish, it could be caused by worn or binding steering components (like tie rods or steering cylinder ends), a binding steering cylinder, a low oil level in the hydraulic reservoir, a stuck or damaged steering relief valve in the steering control valve, internal leaks in the steering cylinder, a worn or damaged steering control valve, or a worn or damaged gear pump section. Inspect and repair or replace any worn or binding steering components. Maintain the correct hydraulic oil level. Repair or replace the steering relief valve if it's stuck or damaged. Inspect the steering cylinder, control valve, and gear pump section for any damage.
