Perform a cold reset on the SFD40/SFD44B.

alarm.

If the reason is a lack of communication to the upstream NE, resolve the communication
issue prior to resolving the PWRADJFAIL alarm. Ensure the NE with the PWRADJFAIL
alarm can communicate with the upstream NE.
