To operate SLPR#N, share the command device. If RMINST1 has a
shared command device for SLPR#N, the paircreate command is permitted.
Additionally, the raidscan -p CL3-A command (via RMINST0), is permitted
to scan a port, because the shared command device has the Bitmap settings
SLPR#M and SLPR#N.
