Device Capabilities Page Definitions:
PS The Parameters Saveable bit is set to 0.
Page Code The Page Code field identifies the Device Capabilities mode page and always
contains a value of 1Fh.
Parameter Length This field indicates the amount of device capabilities data following this byte.
