s - Optional spare point code indicator

For pctype of ansi, the format is network-cluster-member (nnn-ccc-mmm).
nnn= 1 – 255
ccc= 1 – 255 (if network = 1 – 5)
= 0 – 255 (if network = 6 – 255)
mmm= 0 – 255
For pctype of none, the pc parameter is not allowed.
