Rules
1. The resulting imei must have at least 1 list type (white, gray or black) turned on.
2. If the imei includes the optional 15th character (the check digit), the check digit is provided by the
Customers Client Software and must match the EPAPs (via calculated algorithm). The check digit
is not stored; it is only used to verify the imei.

The upd_eir command defines the request message to update a block entry of IMEIs.
