— EStackIndex of a non-negative integer or whole number float.
Outputs:
Pushes the rightmost

Assumptions:
If

is a list or string, and

is NULL_INDEX, all of

is pushed onto the
estack.
Side Effects:
May cause estack expansion, heap compression, or throw errors if
arguments are invalid.
