Either the VPN gateway is experiencing difficulties, or network congestion is interfering with
communication.
Procedure
If that is not the cause, check the following IKE Phase 2 parameters for compatibility:

• NVIKEP2AUTHALG
• NVIKEP2ENCALG
• NVIKEP2LIFESEC
