A child safety seat is required for a child:
• From birth to one year, or up to 21 pounds, the child is
considered an infant. A (convertible) safety seat for an infant
must be secured facing rearward. The top of the head must be
below the top of the safety seat. Secure safety seat harness straps
at or below the shoulders. (See Example 1).
• Children over 40 pounds (ages 4 to 8) unless over 4' 9" require a
booster seat. The booster seat places the child's waist and
shoulders at the proper height for the supplied safety belt to be
effective. The top of the head must be below the top of the safety
seat. (See Example 2).
