User's Guide
Note: A small number of 1994 and 1995 model year gasoline vehicles are OBD 2 compliant. To verify if a 1994
or 1995 vehicle is OBD 2 compliant, check the following:
1. Vehicle Emissions Control Information (VECI) Label. It is located under the hood or by the radiator of most
vehicles. If the vehicle is OBD 2 compliant, the label will designate “OBD II Certified”.
2. Government regulations mandate that all OBD 2 compliant vehicles must have a “common” 16-pin Data Link
Connector (DLC).
Some 1994 and 1995 vehicles have 16-pin connectors but are not OBD2 compliant. Only those vehicles with a
Vehicle Emissions Control Label stating “OBD II Certified” are OBD2 compliant.
2. For vehicles equipped with an OBD II management system, use the OBD II extension cable to connect
the VCI device to the vehicle’s DLC socket.
3. For vehicles not equipped with an OBD II management system, select the corresponding non-16pin
adaptor cable/connector and choose either of the following ways to proceed:
A. Cigaretter Lighter: Connect one end of the cigarette lighter cable to vehicle’s cigarette lighter
receptacle, and the other end to the DC-IN jack of the VCI device.

B. Battery Clamps Cable: Connect one end of the battery clamps cable to vehicle’s battery, and the other
end to the power jack of OBD I adaptor.

B. For Commercial Vehicles (For Commercial Vehicle Version/Diesel & Gasoline Version)
1. Locate vehicle’s DLC socket: the DLC is located in the driver’s cab.
2. For vehicles equipped with an OBD II management system, use the OBD II extension cable to connect
the VCI device to the vehicle’s DLC socket.
