With this call, the conditions when to set the ExtDiag bit can be selected.
CF ExtDiag is set, if ConfigError ≡ 1
APF ExtDiag is set, if APF ≡ 1
PF ExtDiag is set, if PeripheryFault ≡ 1
CS ExtDiag is set, if LCS is not empty
