The 32-bit actual-value telegram contains the momentary 15-bit actual
pulse output value, a status bit plus an internal counter value.

0…32767 corresponds to an encoder revolution of 0…360° or 8192 output
pulses (4096, 2048 and 1024 can also be set on the SIMOLINK Encoder);
the zero pulse is output on transition from 32767 to 0
16 - Unused: Preset to '0'

'SLE status' = 0
SIMOLINK Encoder is not outputting pulses (not started)
