<mws> 0-61 Mobile window size (MS to IWF)
<T1> 48-78-255 Acknowledgement timer (T1 in 10 ms units)
<N2> 1-6-255 Re-transmission attempts N2
<verx> 0 RLP version number in integer format; when version
indication is not present it shall equal 0.
