In many applications there is a need for having a
different tuning of the speed controller depending on
motor-speed; a high gain at low speeds (precise) and
a lower gain at high speed (smooth). This Parameter
defines a scaling of the proportional gain of the
speed controller (Par. 417) at low speed..
