The possible causes of this error are:
Outgoing data calls are not possible. Error

If MLH is expected, the possible cause is that
CO provisioning does not allow incoming data
calls, but either the DN or MLHG DN has
been verified to be correct.
If MLH is not expected, the possible cause is
that provisioning on the facility does not allow
incoming data calls.
