On Enables Travel Control checking. Travel Control is a safety
function that checks that the vehicle is not started from a stopped
state (at rest) on level ground unless the controls for speed and
direction are activated. For the motor controllers, the stopped
state condition is dened as the state where the vehicle is at rest
and the interlock signal is disabled (e.g., tiller up).
If enabled, when the vehicle is in a stopped state (it is at
rest), when the Travel_Control_Stopped_State_Timer >=
Travel_Control_Stopped_State_Time, the controller will monitor
the motor-control electrical frequency and motor-phase current
(Irms) to ensure they stay below their respective limits set by the
Travel Control Max Frequency and Travel Control Max Current
parameters (below). If they do not, the controller triggers the
Travel Control Supervision fault after 64ms. The Stopped State
is exited if ABS_Throttle_Command > 1 (i.e., valid throttle
command, either forward or reverse).
