Function: Closes designated relay for the specified time.
If bit 5 of CFG_ECHO is enabled (see
Subsection 8.1.2.), the BioMax2 / KBio2-Online
electronics can notify the end of a timing. In this case, an event is generated indicating
the number of the relay to have returned to standby status.
