Turn clockwise to increase spring preload; turn counterclockwise to reduce
spring preload.
Changing the spring preload has no influence on the rebound damping
although the adjusting screws turn during the adjustment work.
Basically, however, you should set the rebound damping higher when the
higher spring preload is higher.

the fork leg to the middle of the steering head bearing.
The fork offset can be adjusted as necessary.
