1. Check that there is a line by using a phone connected to the phone jack.
2. Check test phone line voltage, in menu 9.4.5 (see Fig. 3) that should be above
40V (normally it is 48V or more). If it is above 40V, connect regular phone
for testing. If the line does not operate, the line is wrong. If the line is ok, do
power cycle (by turning the device off and than on) to the communicator.
Wait a while until the communicator recovers.
