1 — Low-order digits of milliseconds
2 — Minute
3 0 - 4 Hour
3 7 1 = Summertime; 0 = Wintertime
4 0 - 4 Day of the month (1 ... 31)
4 5 - 7 Weekday (1 = Monday, ..., 7 = Sunday)
5 — Month
6 — Year (02 = 2002)
7 — Reserved
