Appendix D – Manual Operation of ECB
As outlined in the introduction section of this Instruction for Use, the Dräger PSS
®
Merlin
®
Entry Control Board (ECB) provides a
means of remote two-way digital data and alert status communication between the ECB and electronic monitoring system on
breathing apparatus.
Where electronic monitoring systems are not fitted, the ECB can still be used as a manual control board for the effective control
and safeguard of the wearer of the self-contained respiratory protection apparatus.
Manual tallies are available from Dräger that incorporate a specially coded transponder. Included on the tally are markings with
spaces that allow the following information to be added using a suitable waterproof marker:
The name of the wearer.
The cylinder contents pressure.
The actual time-in to the risk area (using the ECB clock).
Where a possibility of a radiation risk may be present, a dosimeter reading (prior to entry and after exit) may be recorded if
necessary on the reverse side of the tally.
Also available from Dräger are a range of self-adhesive working duration labels covering various cylinder volumes and pressures.
These can be attached to an appropriate section of the ECB.
D.1 In Use
A safe and secure entry control point (ECP) for the ECB should be established from which the Entry Control Officer (ECO) is able
to effectively control the adopted procedures. At this point the ECB can be mounted to a tripod to provide positive support and
ease of use at an incident.
The operational control procedures adopted should be in line with the requirements defined by the user or by national legislation
in the country of use. In the case of professional users, e.g. Fire Brigades, these guidelines are in addition to their own guidelines
for command and control procedures.
The following instructions cover the basic operational procedures.
D.1.1 Pre-entry Procedure
Having put on the breathing apparatus and carried out all functional checks as described in the Instructions for Use for the
apparatus, the wearer should pass their tally to the ECO who will check the name of the wearer and the cylinder content
pressure. The ECO records an entry time and a pre-entry dosimeter reading if necessary. The wearer is now available for
entry to the risk area.
When the tally is inserted into any of the available channels of
the Entry Control Board the following rapid automatic
activation starts:
The ECB immediately wakes up (first tally).
A sensor in the selected channel reads and verifies the
identification number in the transponder of the tally. The
clock icon illuminates green continuously and the
status display changes from the date to show a series
of dash/dot elements that indicate the charge condition
of the ECB batteries (eight elements indicate 100%
charge).
The associated channel screen momentarily displays
the tally identification number (0000), then displays the
time elapsed count (E :00).
