Set the mode of Counter.
TOTAL Count-up (increment of +1) is done despite the result of the
judgment in monitoring when the current is supplied.

WELD Counter is reset to 0 (zero) when
NG is reset.

Note: The period for retaining the memory of counted numbers is
approximately 10 days since the day when a power supply is turned
off at latest.
