The Generalized Time String consists of a four digit year, two digit
month (for example, 01 for January), two digit day, two digit hour,
two digit minute, two digit second, an optional decimal part of a
second, and a time zone indication. We strongly recommend that
you use the Z time zone indication, which stands for Greenwich
Mean Time.
