If the steering on your Toro Lawn Mower feels inoperative or sluggish, start by inspecting steering components such as tie rods and steering cylinder ends for wear or binding. Free up any binding in the steering cylinder. Ensure the hydraulic reservoir has enough oil. Check the steering relief valve for proper function and inspect the steering cylinder for internal leaks. Also, check the steering control valve and gear pump section for any signs of wear or damage.
