5.7.7 PCS parameter write (in bit units)

To write parameters (XPF, XTR, etc.) of the controller PCS in bit units
<Message format>
<Note>
• PCS parameter (XPF) data numbers are inconstant. The number of PCS timers is 512;
that of error monitor timers, 32; that of congestion monitor timers, 32.
• The first half (256) of the PCS timer is in seconds and the last half (256) of it, in
minutes.
