Description
Query channel description. The channel description will be stored in flash memory after it is
set.
If dev num <= 2  max chnl =(dev -1)*64 + chan - 1
If 2 < dev num <= 4  max chnl =(dev -1)*32 + chan -1
If 4 < dev num <= 8  max chnl = (dev -1) *16 + chan -1
Max channel must be smaller than 128
