Replace the loop wire if it's less than 50 meg-ohms. * Ensure the loop lead-in wire is twisted at least six turns per foot. * Solder all loop connections. * If the issue persists, consider replacing the loop detector.

The motor should run. * Momentarily jumper terminal 2 to terminal 4 (Caution – High Voltage). The motor should run in the opposite direction. * If the motor doesn't run in either or both steps, there may be an issue with the motor, motor capacitor, or wiring to the motor.
