The state of the specified server does not allow the requested operation to take place.
This is a Pathway internal error. This event can be triggered by either the TCP or the
TS/MP LINKMON process.

has a value of ZSPI-VAL-TRUE.
ZEMS-TKN-EVENTNUMBER
contains ZPWY-EVT-TCP-BADSCSTATE (3118).
ZEMS-TKN-SUBJECT-MARK
indicates ZPWY-TKN-TCPNAME or ZPWY-TKN-LMNAME, which contains the
name of the TCP or LINKMON process that is the subject of this event message.
ZPWY-TKN-EVENTCLASS
has a value of ZPWY-VAL-ERROREVENT.
Effect. The operation fails.
Recovery. Contact your service provider.
