ZPWY-TKN-NEWPROCFORMATERROR, and ZPWY-TKN-PROCCREATRESULT
are reserved tokens for internal use only. N indicates that these tokens can occur in

Effect. The creation of a backup process for the TCP fails; the TCP executes without
a backup.
