3. If no time sync source, we can set the following DST values,
DST on time = 2:00
DST on date = 03/08
DST on day = Sun
DST offset = 60 min
DST off time = 2:00
DST off date = 11/01
DST off day = Sun
These settings will take care of all the DST time changes automatically, no need to adjust
every year.
