Set the start signaling mode for DID and tie trunks. DID and tie trunks can use either immediate
start or wink start signaling.
0 = 2nd Dial Tone
1 = Wink
2 = Immediate
3 = Delay
Operation
DID calls ring extensions like normal trunk calls.
