Close dhcp-snooping function
After DHCP snooping closing, Other functions are closing, for
example,trust/untrusted port function, MAC address detection function, DHCP message
rate limit in untrusted port, port recover function, option82 function, ARP dynamic
monitoring function and ARP rapid response function.
