1. Edit the user by first assigning an Authority Level.
2. Assign Features for the user.
3. In the left pane select the desired features, then use the arrow buttons to transfer them to the right pane.
4. Assign which Locations to enable for the user.
5. Click Update.
6. Click Exit to Manage Users page.

you are authorized to assign will appear.
