An Element List is required if the Element bit is set. The list consists of 0 to 16
instances of the Element List Descriptor.

Element List Descriptor Definitions:
Number of Elements This field indicates the number of elements of a specific type (cartridge tape
storage cells, CAP cells, or tape drives) to be reserved.
If the value of this field is 0, all elements starting at the Element Address
through the last element address for that library are reserved
Element Address This field indicates the address of the element or the starting address of a series
of elements to be reserved.
