The update procedure is as follows.
1. Start the MEAP (Updater).
2. Updater downloads firmware via network.
3. Updater calls the program to block job inputs/user operation.
4. Updater decompresses firmware.
5. Updater calls the program to instruct a reboot.
6., After reboot, new firmware starts operation.
