0: Sewing machine start prohibition function is disabled even
when the counter completes counting (negative value).
1: When the counter completes counting, the sewing machine
start after thread trimming is prohibited.
2: When the counter completes counting, the sewing machine
temporarily stops and the start of sewing machine after thread
trimming is prohibited.
* Note that the prohibition function is disabled in the case the
initial value of counter is 0 (zero).
