Enables or disables the Half cycle flash access.
Parameters
 FLASH_HalfCycleAccess : specifies the FLASH Half cycle
Access mode. This parameter can be one of the following
values:
 FLASH_HalfCycleAccess_Enable : FLASH Half Cycle

 FLASH_HalfCycleAccess_Disable : FLASH Half Cycle
