Link the newly created Lync/Skype for Business traffic control profile to the user-role:
1. Navigate to the Configuration > Security > Access Control > User Roles page.
2. Select an existing user role, and click Edit.
3. Under the Misc. Configuration section, select the newly created Lync/Skype for Business traffic control
profile from the Traffic Control Profile drop-down list.
